ETS2 – Fix#2 For Railway Cargo Pack By Jazzycat V1.8.4 For Patch 1.31.x Beta

Temporary fix #2 for Railway Cargo Pack by Jazzycat v1.8.4 for patch 1.31.x beta.

Fix #1 – added cables simulation for all trailers in pack.
Fix #2 – fixed bug with steerable axles for some trailers.

Replace old fix in mod folder.
For ETS2 version 1.31.x beta only!!!
